Draft EC Work Programme 2025 published!

The European Commission has now published the provisional Horizon Europe Work Programme 2025 also for Cluster 5 — covering Climate, Energy, and Mobility.
The pre-publication is intended to inform potential participants about the expected structure and main lines of the Work Programme before its official adoption. Please note: only the adopted version will have legal value.
The final adoption will be announced on the Horizon Europe website and on the Funding and Tenders Portal.
The main goal of Cluster 5 is to accelerate Europe’s twin green and digital transitions, aiming for climate neutrality by 2050 and boosting economic competitiveness. It focuses on making the energy and mobility sectors greenhouse gas neutral, resilient, and citizen-centred. The programme supports the Paris Agreement, the UN Sustainable Development Goals, and the EU’s Net-Zero Industry Act. Research and innovation are key to creating jobs, strengthening industry, and building a circular, resilient economy. Cluster 5 activities align with the Strategic Energy Technology Plan (SET Plan) and promote synergies across partnerships. Ultimately, it aims to sustain Europe’s quality of life and reinforce its social and economic model.
The WP has 6 major chapters with numerous funding opportunities across climate, energy, and mobility sectors. The chapter concerning the CCAM Partnership is Destination 6 – Safe and resilient transport and smart mobility services for passengers and goods.
The provisional total budget for these 2025 CCAM topics is around €37,5M, reinforcing the EU’s commitment to safe, inclusive, and sustainable mobility innovations.
For the CCAM topics, two submission deadlines are planned:
- Societal readiness pilots: 6 May 2025 – 4 September 2025
- Other four topics: 16 September 2025 – 20 January 2026
